Surfing Costa Rica - Ministry of Health publishes list of permitted activities from June 1 to 19, 2020

Costa Rica's Ministry of Health published this Friday the list of permitted activities from June 1 to 19, 2020, corresponding to phase 3 of reopening amid the COVID-19 pandemic.
The directive orders the temporary closure of all establishments with a valid health permit that serve the public, from Monday to Friday, between 10:00 p.m. and 5:00 a.m. the following day. It also orders the complete temporary closure of these establishments on Saturdays and Sundays. These restrictions will be in effect from June 1 to 19, 2020.
The following cases are classified as exceptions:
They can operate from Monday to Sunday without time restrictions:
1. Home delivery services.
2. Car rental “rent a car”
3. Bicycle rental.
4. Supply and distribution of fuels.
5. Community waste collection services.
6. Public and private health establishments (clinics, pharmacies, hospitals, laboratories, consulting rooms, radiodiagnostic services, emergency services, opticians, macrobiotic stores, among others), and veterinary clinics.
7. Health services in mobile units complying with the provisions of Executive Decree No. 41045-S.
8. Public, private and mixed Comprehensive Care Centers (CAI).
9. Centers for the care of people in vulnerable situations.
10. Public parking lots or parking areas.
11. Short stay accommodation activities (motels).
They can operate from Monday to Sunday without time restrictions, but behind closed doors and with the minimum required staff.
1. Closed-door activities of theaters (including the National Theater and the Melico Salazar Popular Theater), churches and municipalities with their municipal council sessions, district councils, committee meetings and other municipal meetings, for the development of virtual transmissions, with strict compliance with the preventive protocols and guidelines issued by the Ministry of Health.
2. High-performance contact sports without spectators.
They will be able to operate from Monday to Sunday without time restrictions but with a 50% capacity limit.
1. Farmers' markets.
2. Markets, supermarkets, mini-supermarkets, grocery stores, bakeries, butcher shops, greengrocers and similar establishments, restaurants, sodas, cafes, food courts.
3. Sale of agricultural, livestock, aquaculture and fishing products.
4. Sale of agricultural, veterinary and animal feed supplies.
5. Sale of hygiene supplies.
6. Sale of spare parts, components, pieces and accessories for: vehicles, engines, bicycles, agricultural equipment, machinery and heavy and industrial equipment.
7. Hardware stores.
8. Locksmiths.
9. Stained glass windows.
10. Repair of vehicles, engines, motorcycles, tires, cycles and bicycle workshops, agricultural equipment, machinery and heavy and industrial equipment.
11. Vehicle oil change service (Lubrication Centers).
12. Car wash services (Car Wash).
13. Vehicle Technical Inspection (RTV).
14. Beauty salons, barbershops and aesthetic centers.
15. Pet grooming salons.
16. Municipal management platforms.
17. Public or private banking and financial services.
18. Activities of centers that handle customer calls using human operators such as: “call center”.
19. Funeral homes and/or chapels for wakes.
20. Public service offices with customer service and institutions that, due to the nature of their functions, must remain open, such as immigration services, customs, state phytosanitary services, land, sea and air border posts, among others.
21. National parks according to the list published by MINAE
22. Hotels, cabins or accommodation establishments
23. All other establishments with a health permit to operate that do not provide in-person service to the public.
They can operate Monday through Friday from 5 am to 10 pm and Saturday through Sunday from 5 am to 7 pm
1. Self-service modality for food services to the public, understood as the collection of products at a window using a vehicle.
2. Food collection option at the establishment for takeaway.
They can operate Monday through Friday from 5 am to 10 pm and Saturday through Sunday from 5 am to 7 pm, with a 50% capacity limit.
1. Retail sale of new and used motor vehicles.
They can operate Monday through Friday from 5 am to 10 pm:
1. Cinemas and theaters (with seat separation measures of at least 1.8 meters respecting social bubbles and with electronic ticketing or reservation).
They can operate Monday through Friday from 5 am to 10 pm with 50% capacity
1. Activities of agents engaged in the sale of live animals (livestock auctions).
2. Shooting activities (Shooting ranges).
3. Shopping centers (except for food courts, which may operate on Saturdays and Sundays)
4. Department stores.
5. Animal theme parks, botanical parks or marine parks that do not involve access to beaches or spas.
Besides
Beach access is permitted Monday through Friday from 5:00 a.m. to 8:00 a.m., with social distancing measures of 1.8 meters in place and respecting social bubbles. This access includes non-contact sports activities. Two exceptions apply: Playa Hermosa Wildlife Refuge and Playa Guiones Wildlife Refuge, which may be used for surfing throughout the day.
Calculation of the 50% capacity
The method for determining the maximum capacity of people in the establishment or place is as follows:
1. In accordance with the maximum capacity established in the application for the health operating permit. This maximum capacity includes workers and occupants.
2. You must ensure a space of 1.8 meters between each person inside the establishment and on the sidewalks prior to entry.
3. If service users have to wait to be admitted to the premises, they must be organized in lines where the recommended safety distance is applied.
4. Regarding spaces not accessible to the public, the provisions of the “General Guidelines for Owners and Administrators of Work Centers for Coronavirus (COVID-19)” must be applied.
5. In addition to the above regarding capacity, establishments must guarantee compliance with the general guidelines according to the type of service they provide.
